David C. Paulusse David C. Paulusse was born in Bowmanville, Ont., Canada, in 1952. He received the Electronic Engineering Technology diploma in 1982. He has been a Technical Officer at the National Research Council of Canada since 1974, first in the Herzberg Institute of Astrophysics and from 1986 to the present in the Electrical Standards Group (RF and microwave) of the Institute for National Measurements Standards.

Nelson Rowell is a Senior Research Officer in the Institute for National Measurement Standards at the National Research Council of Canada where he conducts research in the infrared spectroscopy of materials. He received his PhD from the University of Toronto in physics. He is a member of the Optical Society of America, the Material Research Society, and the Canadian Association of Physicists.

Alain Michaud
Alain Michaud, (S'78-M'92) was born in Murdochville, Québec, Canada, in 1958. He received the B. Sc, M. Sc. Ph.D. In 1982, 1986 and 1991, respectively, at Université Laval, Québec where his work involved the realization of a laser pumped Rubidium Maser and the characterization of frequency stability. During 1991, he worked at the Bureau International des Poids et Mesures, Sèvres, France, on the stabilization of laser diodes on atomic resonances. From 1992 to 1993 he worked at the Clarendon Laboratory, University of Oxford, England, on the realization of of an atomic fountain using cold cesium atoms. From 1993 to 1996, he has been at Collège de France and Ecole Normale Supérieure, Paris, France, where he was studying new laser cooling mechanism and their applications. Since 1997, he is at the Institute for National Measurement Standards of the National Research Council, Canada, where he is responsible for microwave metrology. Dr Michaud is also a member of the professional engineers association: “Ordre des Ingénieurs du Québec”, the Canadian Association of Physicists and the Optical Society of America.
